About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Serve as a Senior-level Frequency Action Officer (FAO) within the U.S. Army NETCOM, Spectrum Operations Branch.
Serve as field representative within the Canadian/Mexican border coordination zone and is designated to be an authoritative source of information on the interpretation of frequency management rules, regulations, and policies.
Serve as active participant and subject matter expert in planning conferences concerning installation of extensive communications and other electronic spectrum-dependent systems at Army installations.
Serve as technical authority in successfully negotiating the Army's use of frequencies.
Develop, analyze, and evaluate proposals for use of radio frequencies by Army users within the United States and Possessions (USP), other Federal agencies, and Federal Communications Commission (FCC) licensees.
Conduct special studies and survey of radio frequency spectrum usage to obtain data, develop information, and recommend new policy, regulations, and procedures for improved use and reduction of actual or potential harmful interference.

- Must be able to obtain and maintain a SECRET security clearance.
- In support of contingency operations, incumbent may be required to work overtime and shift work on short notice to include nights, holidays and weekends.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by expert knowledge of all facets of electromagnetic spectrum management in order to lead and participate as technical expert in interagency groups for resolving problems in existing communication systems using radio frequencies; skill in coordinating/negotiating frequency use with Government and non-Government frequency managers at all levels; expert at implementing national and international radio regulatory guidelines, policies, and international agreements relating to radio communication between the United States, Canada and Mexico; knowledge of national and international frequency allocation tables; knowledge of a wide range of concepts, principles, and practices of telecommunications systems and equipment operated by the military, other Federal agencies and private citizens (e.g. fixed and mobile radio stations, radar, navigational aids, satellite links, terrestrial microwave and trunking systems) which use or impact the radio frequency spectrum; ability to analyze equipment information, spectrum occupancy figures and geographic features to determine if changes to technical, operational or location parameters, or any combination thereof, can be made to lessen or eliminate radio frequency interference without detrimental impact to Army operations; and recommend certain frequencies or frequency bands for specific systems including those of new technology such as spread spectrum, radio trunking, and frequency hopping methods and recommend methods for enhancing the efficiency of frequency resources.
