The primary purpose of this position is to serve as a Program Manager for the Special Operations Forces (SOF) Training Support Center (STSC) and the SOF Training Exercise Network (STEN) and any additional programs that enhance mission command training. Provides distributed mission operations (DMO) capabilities for USSOCOM HQ, Components and Theater Special Operations Commands (TSOCs) to plan, develop, and establish program guidance, assessments, and requirements.

Duties

DUTY 1: Program Manager and Subject Matter Expert for USSOCOM STSC and STEN programs. Manages the end- to-end processes, software, and hardware for the STSC and STEN at various locations across USSOCOM. DUTY 2: Executes the STEN and STSC operations and mission. Oversees a contract force comprised of operations, information technology, and modeling & simulations personnel who facilitate LVC mission command training for USSOCOM HQ, Components and TSOCs. DUTY 3: Provides advisory services to managers, supervisors, and employees on USSOCOM program(s). DUTY 4: Conducts and/or leads studies and/or initiatives to improve programs and/or influence policy changes for assigned functional areas that typically involve long-range, highly complex, and often sensitive topics. DUTY 5: Ensures the core classified national information protection security disciplines of information are fully met in the production of derived intelligence products protecting national classified data and information protection requirements to meet SOF M & S mission requirements.

  • Work is usually performed in an office setting, which will be a windowless vault/secure area or Sensitive Compartmented Information Facility (SCIF) with artificial lighting and air conditioning/hearing.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include in depth knowledge of the mission, operating programs, and organizational structure of the program's functional community. Expert knowledge of a wide range of qualitative or quantitative methods to improve complex management processes and systems or program effectiveness. Comprehensive knowledge of policies, concepts, and procedures affecting USSOCOM's functions to effectively administer assigned personnel/manpower/services. Wide ranging knowledge of USSOCOM, DoD, and industry concepts, laws, principles, practices, procedures, and standards as they apply to the functional career field at all organizational levels within USSOCOM. Knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on programs to meet goals and objectives within available resources. Knowledge to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. As well as knowledge of government contracting principles and the rules and regulations surrounding contracts. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. Ability to provide comprehensive program consultation and expertise on the complete spectrum for a complex USSOCOM program. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing USSOCOM-wide programs. Knowledge of Special Operations Forces organization, capabilities and tactics, techniques, and procedures with respect to live, virtual, and constructive (LVC) training. Knowledge of Distributed Military Operations (DMO) capabilities within Modeling and Simulation environments and the networks that facilitate DMO. Knowledge of national-level regulations, policies, guidelines, and requirements related to contract support/assurance, and procurement to include the Federal Acquisition Register (FAR), Defense FAR Supplement for acquisition, and Contracting Officer's Representative or Technical Monitor support. Skill to communicate both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and maintain effective and positive working relationships. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or defend a position effectively. CONDITIONS OF EMPLOYMENT CONT: Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,"). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
