This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.
You will serve as the Purchasing Supervisor in the Corporate Operations Department, Property Management Division, Purchase Requisition Branch (Code 1071) of the Naval Surface Warfare Center Dahlgren Division.
Duties
You will manage the centralized NSWC Dahlgren Division Purchase Requisition organization that encompasses Purchase Card material and service procurement specialists and approving official duties.
You will work directly with the Supply Support Supervisor and the General Equipment Supervisor as the resident material procurement expert to ensure proper physical inventory accountability is attained through the procurement process.
You will supervise procurement activities across all Departments within the Division and work with Warfare Center and Naval Sea Systems Command (NAVSEA) leadership on procurement policies and procedures.
You will support all aspects of purchasing audit readiness to meet compliance initiatives.
You will execute systems-level troubleshooting to make recommendations to the NAVSEA Enterprise Resource Planning (ERP) Business Office (NEBO) concerning issues with Navy ERP.
You will generate metrics and reports for command leadership to ensure proper execution of material and service procurements.
You will monitor and provide feedback concerning the performance of all Purchase Card employees.
You will provide training on a periodic and as-needed basis and develop Division-level purchase requisition policies and procedures as needed.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative methods to plan, implement or maintain an organization's procurement requirements. Examples of qualifying experience may include (1) knowledge and experience with all procurement vehicles; (2) knowledge and experience in overseeing a procurement organization; (3) knowledge of material and asset management processes, policies and regulations.
