This Fraud Detection and National Security position is located on the FDNS Refugee, Asylum, and International Operations (RAIO) Headquarters team.
As a Management and Program Analyst (Budget), you will implement, coordinate, and analyze a variety of financial and budgetary management programs, prepare and provide briefings and presentations, and develop and evaluate policies.
Duties
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Provide oversight of funds and budgetary issues to include coordination of all phases of budget formulation and budget execution; utilize agency financial system to produce funds reports and process commitments, obligations, and invoices.
Utilize position management, time and attendance, and financial systems to analyze payroll activity and position ceilings to ensure funding levels are sufficient and address system related errors.
Coordinate purchasing activities pertaining to simplified acquisitions, contracts, and agency purchase card program.
Conduct research and analysis of Federal Appropriations Laws, Federal Acquisition Regulations, OMB Circulars, DHS and USCIS specific policies, and other Department policies pertaining resource management federal budgetary and financial processes.
Evaluate and develop policies in assigned area of responsibilities related to budget, finance, payroll, position management, and procurement functions to include estimates, budget formulation and execution, financial reviews and developing reports.
Communicate related analysis and policies orally and in writing to customers, management, and stakeholders to ensure accurate and appropriate protocols are followed and provide clear and accurate information regarding advisement on fiscal issues.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 09/15/2023.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 09/15/2023.
GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Conducting budgetary, financial and procurement related functions related to international, national, and interagency programs, policies, operations, and work processes.
Utilizing a variety of systems to review payroll activity and position ceilings to monitor sufficient funding levels and identify errors.
Assisting with the purchasing activities pertaining to simplified acquisitions, contracts, and agency purchase card program.
Participating in budgetary, financial and procurement related studies in support of the development and evaluation of policies and strategies to achieve program goals and objectives.
Communicating orally, in writing, and in statistical and measurable formats to provide clear, concise, and accurate information to assist in the advisement on fiscal issues.
GS-13: In addition to the requirements at the lower grade level(s), you qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Directing budgetary, financial and procurement related functions related to international, national, and interagency programs, policies, operations, and work processes.
Utilizing a variety of financial systems to analyze payroll activity and position ceilings, resolve errors, and implement recommendations to improve accuracy.
Providing guidance to management in the areas of planning, contractual strategy, and execution of their acquisition program.
Coordinating budgetary, financial and procurement related studies in order to evaluate and assist in the development of policies and strategies to achieve program goals and objectives.
Applying written and oral communication skills in order to coordinate program initiatives and assist with briefings and presentations to management at all levels.
GS-14: In addition to the requirements at the lower grade level(s), you qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Overseeing budgetary, financial and procurement related functions related to international, national, and interagency programs, policies, operations, and work processes.
Utilizing a variety of financial systems to analyze payroll activity and position ceilings, resolve errors, and develop recommendations to improve accuracy.
Directing the preparation, development, and implementation of procurement requirements to address an organization's operating mission.
Conducting budgetary, financial and procurement related studies in order to evaluate and develop policies and strategies to achieve program goals and objectives.
Applying written and oral communication skills in order to plan, develop, and coordinate program initiatives through briefings and presentations to management at all levels.

The Fraud Detection and National Security Directorate (FDNS) was established within USCIS to strengthen national security and the integrity of the country's legal immigration system by closely aligning the adjudication of immigration benefits and services with the identification of potential threats to national security and/or public safety, the detection and deterrence of fraud, and the use of law enforcement and intelligence information to ensure optimal security for U.S. communities. FDNS systematically identifies updates, and records indicators of fraudulent activities; manages fraud cases; identifies vulnerabilities and other weaknesses that compromise the integrity of the legal immigration system; and coordinates and provides logistical support in law enforcement and national security matters. FDNS is the primary conduit for information sharing and collaboration with law enforcement and intelligence agencies.
