You will serve as a SAFETY AND OCCUPATIONAL HEALTH MANAGER in the NAVY COLSOLIDATED BRIGS of NAVAL CONSOLIDATED BRIG MIRAMAR.

Duties

You will develop plans for safety and occupational health activities. You will analyze new and existing processes, products, or facilities to determine the existence, severity, probability, and outcome of hazards. You will determine procedures for the safe use of hazardous materials (HAZMAT). You will analyze mishaps and hazardous conditions to determine origin, causes, and contributing elements to prepare written reports. You will communicate directives, instructions, and guidelines for implementation of safety standards, policies, requirements and procedures.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Tuberculosis and blood borne pathogens are considered potential hazards in a correctional setting. Hepatitis vaccinations are available to all staff.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, organizing and evaluating safety related programs within an organization using the concepts, principles, laws, regulations, policies and goals pertaining to correctional facility operations; 2) Evaluate and modifying new procedures and processes to control or eliminate hazardous or potentially hazardous conditions; 3) Liaising with outside agencies or other correctional facilities to coordinate measures to correct hazardous conditions (i.e., unsafe work practices, unguarded machine operations, fire hazards, etc.); 4) Prepare reports, proposals, charts and graphs for presentations and briefings. Incumbent will be required to carry a personal distress alarm device. Must be able to push open electrically locked/unlocked doors weighing approximately 200 lbs. Some assignments may require the physical ability to drive to site, climb ladders and negotiate tight spaces. Work Environment: Works mostly in an office setting behind a correctional security wall, but moves out and about throughout the facility monitoring and reviewing all aspects of the facility operation and participating in meetings and boards. Must observe normal safety and personal and institutional security precautions while working. Visits to industrial, construction, warehouse and/or testing sites may require the use of protective clothing. Must be able to participate in or observe unarmed self-defense training. Close contact with prisoners occurs on a regular basis and direct supervision of prisoners may also be required. During the course of duties incumbent will supervise, provide instruction, direction and guidance to the prisoner population. Some off-site duty may be required for security and weapons training. All correctional staff participate in initial pre-service and sustained in-service training that cover the myriad of correctional topics including unarmed self-defense training.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successfully completed a Ph.D. or equivalent doctoral degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR

OR
Have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
