Duties
Serves as a primary specialist and source of guidance and program implementation in support of DLA Distribution and CCAD.
Provides multifunctional customer service, guidance, assistance and analysis of progress against goals, objectives, accomplishments and shortfalls for all programs within the Work in Progress Control Area (WIPCA).
Initiates and/or participates in a variety of projects, surveys and studies and recommends action to accomplish short, mid and long term management goals.
Reviews procurement documents for technical accuracy and adequacy.
Evaluates technical proposals and provides analysis and recommendation to accept or reject proposal.
Provides technical input for settlement of claims and disputes, and termination for convenience/default.
Collects quantitative and qualitative data in significant areas relating it to contract operations.
Provides oversight on the Quality Assurance Surveillance Plan (QASP) and measures the contractors performance to the requirements.

Qualifications
To qualify for a Program Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Plans, schedules and conducts projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations.
Applies analytical work in a wide range of program areas involving logistics planning, maintenance production, diversified management studies and surveys, and customer service actions.
Performs and applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
Proposes courses of action which would require interpretation or extension of policy guides, substantial modification of techniques and procedures, or development of innovative approaches to solve specific problems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
