You will serve as a Program Analyst in the Travel Section, Administrative Services Division, Executive Support Office, Portsmouth Naval Shipyard, Kittery, ME.

Duties

You will conduct studies, analyses, and evaluations to improve the effectiveness of work methods and procedures. You will conduct in-depth analysis to identify, quantify, and evaluate the mutual effects and interrelationships between program goals and financial resources and policies. You will assist travelers with various types of travel orders to include permanent/temporary change of station, long term temporary duty, and invitational travel. You will serve as the designated Agency Program Coordinator (APC) and oversee the Defense Travel System (DTS) Debt Management Process and report, notify, and collect on government debts incurred by DTS travelers.

Requirements

  • Occasional overtime may be required.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position such as: Experience applying the regulations and methods governing transportation services for passenger travel and personal property shipment. Experience developing cost projections and calculating entitlement to reimbursement for each type of travel: Permanent and Temporary Change of Station, Long Term Temporary Duty, and Invitational Travel. Experience with transportation issues and analyzing program data to coordinate the preparation of accurate program implementation. Experience using automated travel systems such as Defense Travel System. SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
