You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Live Virtual Constructive Training Division within the Range Systems Engineering Department of NAVAL SURFACE WARFARE CTR CORONA DIV located in Oceana Navai Air Station VA.

Duties

You will serve as a Contracting Officer's Representative (COR) and Subject Matter Expert (SME) for the Navy Integrated Training Environment (NITE) contract. You will perform critical evaluations for delivering effective and efficient contractor support, financial management analysis, and procurement oversight planning and execution support for current and future NCTE contractor support. You will communicate with other CORs, Supervisors, Contracting Officers, Technical Points of Contact (TPOCs), RS20 pillar leads and branch heads, Sponsors and other agencies regarding technical requirements and contract oversight and execution. You will develop options/plans for addressing contract issues and re-evaluating priorities. You will lead and support teams chartered to perform operational requirements analysis, detailed analysis for solutions, and project implementation/execution as it relates to contract management.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing operation and maintenance program data to evaluate contractor operations, products, or financial execution and recommend improvements for tactical training programs.
