Duties

As a SEXUAL ASSAULT PREVENTION AND RESPONSE OFFICER (TITLE 5), GS-0101-13, you will exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board (Tenure 1, 2 and 3) US Federal employees interested in helping the Department of the Air Force meet our mission requirements as a Sexual Assault Prevention & Response Officer. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. GENERAL EXPERIENCE: Must have a degree in behavioral or social science; or related disciplines appropriate to the position or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SPECIALIZED EXPERIENCE: GS13 Must have at least 1 year equivalent to at least next lower grade level advising and providing counsel to employees regarding policies, procedures, and directives of management; serving as a Sexual Assault Prevention and Response Officer (ex: State SAPR) to comply with Department of Defense (DoD) and/or National Guard Bureau (NGB) requirements to develop, manage, and assess climate and culture, prevention and response programs and activities for sexual assault and other areas of interpersonal violence and victim needs across the state, as directed by The Adjutants General (TAG) or agency heads; has experience providing services to a Brigade and Wing level (or equivalent) SARCs; experience reviewing Brigade and Wing (or equivalent) SARCs expenditure plans, programs, guidelines, and validating budget utilization to address sexual assault prevention and response across the state/program. EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain a Secret security clearance. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. May occasionally be required to work other than normal duty hours; overtime may be required. 5. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments. 6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. 7. Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.
