This position is located at Departmental Offices, Terrorism and Financial Intelligence-Office of Foreign Assets Control, OFAC. As a Government Information Specialist, you will be assisting the Freedom of Information Act (FOIA) Administrator in the administrative and support functions associated with the FOIA process.

Duties

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Assist with receiving all incoming FOIA/PA requests, open new electronic and paper case files, input appropriate data into FOIAXpress, and upload appropriate documentation into FOIAXpress and other OFAC databases. Assist in generating acknowledgement letters, answer all special requests such as expedited process, fee waivers and special treatment. Assist in initiating the initial records search function. Ensure that records searches are tasked to all appropriate OFAC components and ensure that the division POCs complete all of the FOIA search paperwork completely and accurately. Research, review, and process simple requests for documents under the FOIA. This includes: determine the responsiveness of records; determine the applicability of FOIA exemptions; apply redactions and the FOIA exemption code to the records; and prepare the response letters to the requester.

You must meet the following requirements by the closing date of this announcement. Specialized experience for the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as ALL of the following: Processing incoming correspondence and requests for an organization. (Examples of this would include, but not be limited to uploading correspondence to appropriate systems, opening new electronic case files, answering special requests, or acknowledging receipt of correspondence.); AND Processing all organizational cases. (Examples of this would include, but not be limited to examining organizational databases to determine completeness and accuracy of data input, closing out all organizational systems, or processing appropriate electronic records to other component systems.); AND Maintaining organizational databases. (Examples would include, but not be limited to ensuring the integrity of the organizational databases by frequent monitoring accuracy and completeness of entries, updating database entries as required, or manipulating data to ensure accuracy and fidelity of data.); AND Reporting functions. (Examples would include, but are not limited to maintain organizational reports, timely and accurately updating reports as required, obtaining data for organizational reports timely and accurately, or posting reports to appropriate locations.) OR Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related. OR You may qualify on a combination of education and experience. Specialized experience for the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as ALL of the following: Processing all incoming correspondence and requests for an organization. Specialized experience for the GS-07: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as: Reviewing agency records and updating databases. OR 1 full year of graduate level education; OR superior academic achievement OR You may qualify on a combination of education and experience.
