Responsible for the broad and comprehensive programs and functions which are designed to provide highly technical and complicated milk marketing information to the industry, consumers, other government agencies, and interested individuals and groups.
Duties
The duties may include, but are not limited to:
Plans, directs and coordinates a comprehensive Dairy Product Mandatory Reporting Program and Federal Milk Market Order information programs for milk products
Directs, coordinates and carries out programs to collect and disseminate accurate daily, monthly, and periodic and annual reports on the marketing of milk products.
Develops educational and instructional materials on market information methodology techniques, methods and practices.
Meets with industry groups, organizations and individuals to discuss milk market and Federal milk order statistics programs.
Participates in meetings with other Departmental and government officials to discuss and plan research and educational projects related to market news reporting.
Directs and carries out a national Dairy Product Mandatory Reporting Program program to collect and disseminate current, impartial, audited information.
Directs and carries out a comprehensive Federal milk order market information and statistics program for the Program.
Consults and advises key subordinates on matters of policy, planning and general operating problems
Assigns technical personnel to handle reporting in the event of an emergency and otherwise insures the smooth and efficient operation of functions and activities assigned the Branch.
Requirements
- You must be a US Citizen or US National.

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 grade level) that demonstrates:
Experience working with economic theories, statistical techniques, information technologies, and market reporting guidelines to formulate, analyze, and evaluate operational policies of highly technical data products.
Experience involving basic statistical methods applicable to analyzing data series. Make and suggest improvements to the current methodology.
Experience working with AMS Market News and Federal Order data including the collection, analysis, and dissemination of market information, as well as understands current and planned information technology capabilities to implement a state-of-the-art Market Analysis & Reporting Service.
Ability to collect, analyze, summarize, verify, disseminate, and protect sensitive market information of national significance. Make and suggest improvements to the current reports and methodology.
Experience dealing tactfully with other AMS employees, representatives of other Federal agencies, cooperating State agencies, trade associations, members of the agricultural community, researchers and analysts, contractors, and other groups.
Note: There is no education substitution for this grade level.
