About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command, 106th Signal Brigade - Dugway, Utah.
Duties
Trains and advises DPG NEC supervisors so that they prepare and staff all required manpower actions.
Performs organizational structure and workforce staffing/utilization actions and studies on procedural and relationship issues, to identify, coordinate, and develop improvements in efficiency.
Manages, reviews, monitors, and ensures input of all electronic Requests for Personnel Action (RPA) for the DPG NEC.
Writes memorandums of instruction to assure responsible personnel are informed and/or trained on information concerning new and revised procedures concerning personnel evaluations, awards, decorations, and rating schemes.
Performs research, develops data, and prepares letters, studies, reports, and other miscellaneous material on a large variety of subjects relative to resource and manpower management.
Establishes appropriate plans of action, formulates policy, procedural directives, and develops alternatives, instructions, and guidance on current plans, projects, and programs.
Creates, manages, and analyzes automated reporting systems and develops a variety of reports and briefings as necessary.
Manages acquisition packages from creation through the approval process to final contract award.
Performs additional responsibilities involving the Management Internal Control Process (MICP), also known as Internal Controls Programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The incumbent must obtain and maintain at a minimum a Secret security clearance. Failure to do so may result in separation for the efficiency of the Federal Service.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays.
- -Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
- TDY up to 10% may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) assists with acquisition and purchasing of Information Technology equipment and services to support the organization; 2) tracking and accounting of admin budgets with respect to purchases and fulfilling submission requirements to procure the items using Army Requirements Tracking System (ARTS); 3) has been a billing official and/or held a Gov't Purchase Card (GPC).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education, or LL.M., if related leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration/ Business Management, Human Resources.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
