Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Human Resources Specialist (Recruitment and Placement/Classification). Duties

The primary duties of this position are: Develops recruitment strategies to address specific resource or program needs. Advises management and junior HR staff on capabilities and use of automated systems, recommending innovative methods and strategies to address staffing problems related to job turnover, workforce planning, etc. Verifies applicant eligibility, qualifications, and ratings for complex technical, professional and scientific positions. Guides managers in developing job analysis and selecting appropriate criteria for evaluating job candidates in complex positions; explains qualifications determinations to supervisors, managers, and job applicants; informs applicants of hiring decisions; performs reconsideration of ratings analysis; and coordinates release dates or other required staffing actions. Performs the full range of recruitment tasks authorized under OPM Delegated Examining (DE) Certification. Audits certificates of eligibles completed for compliance with all regulations, policy and local procedures. Counsels, advises and furnishes assistance in human resource administration as it relates to staffing and placement functions. Serves as a technical advisor to serviced organizations providing comprehensive classification and position management products including assistance with organizational charts, workforce planning projections, organizational realignments and redesigns. Makes related position classification determinations such as exemptions from the Fair Labor Standards Act (FLSA), requirements for filing of financial disclosure documents, bargaining unit status, and supervisory status and captures that information for record keeping purposes on the official position description (PD) cover page. May conduct special projects and studies encompassing several organizations or an entire bureau or office to assess the effectiveness of and provide recommendations to improve the classification and/or position management programs and processes.

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-9 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-7 level in federal service performing cradle-to-grave HR functions. Examples of this specialized experience include, but are not limited to: processing actions through the Federal Personnel and Payroll System (FPPS) or other automated processing programs; utilizing USA Staffing (or other automated staffing programs) to prepare vacancy announcements and issue referrals to managers; performing classification cursory reviews on position descriptions while applying classification principles, practices, and guidance adhering to the Office of Personnel Management (OPM) policies. These examples are not all-inclusive. -OR- I have completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D, if related. -OR- I have a combination of specialized experience and graduate level education, that when combined meet the total requirements of this position. To qualify at the GS-11 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service performing cradle-to-grave HR functions. Examples of this specialized experience include, but are not limited to, processing actions through the Federal Personnel and Payroll System (FPPS) or other automated processing programs; utilizing USA Staffing (or other automated staffing programs) to prepare vacancy announcements and issue referrals to managers; performing full classification reviews on position descriptions while applying classification principles, practices, and guidance; researching agency and the Office of Personnel Management (OPM) policies to resolve complex technical HR issues. These examples are not all-inclusive. -OR- I have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. -OR- I have a combination of specialized experience and graduate level education, that when combined meet the total requirements of this position. To qualify at the GS-12 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service, having demonstrated experience and knowledge of the full recruitment & placement process, experience with coding and processing personnel actions; experience interpreting and applying HR regulations, policies, and strategies; knowledge of personnel laws, regulations, functions policies, and procedures in areas such as Recruitment and Placement, Pay Administration; applying and determining the most appropriate methods, principles, and practices of the HR field, particularly those relating to the functional areas of recruitment, position classification, and pay administration including the approach to be taken; researching and applying appropriate laws, Executive orders, regulations, and policies related to the HR field, particularly those related to the functional areas of recruitment, position classification, and pay administration; researching and utilizing a wide range of HR principles to perform quality assurance, analysis, diagnostic and quality control services; knowledge and experience with Federal and Agency HR regulatory and legal requirements; applying complex fact-finding, analytical, and problem-solving methods and techniques to resolve a variety of complex, controversial, or unprecedented HR issues and problems, and resolving conflicts that arise; supplying standardized analytical methods and techniques to accurately assess gathered information; utilizing quality assurance information to recommend process improvements, and utilizing automated HR systems. Highly Desirable Qualifications: Additionally, the following knowledge, skills, and abilities and/or experience is deemed highly desirable and strongly preferred, but not required. Delegated Examining Unit (DEU) Certification is highly desirable but is not required at the beginning of the appointment and should be obtained within 6 months of coming onboard. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 09/16/2023.

Education

This vacancy announcement allows substituting education for experience at the GS-9 & GS-11 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable.
