About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. You may need to complete a 3 year probationary period, if applicable. This position is located at the Fort Eisenhower, Georgia with the 7th HQ.

Duties

Implement emergency notification procedures, as required. Assist with preparation of cybersecurity reviews of network/system related recommendations for technical, managerial, and policy officials throughout the Army and DOD. Analyze requirements for cybersecurity services and related support within the area of operations. Provides technical review, validation, and oversight of proposed cybersecurity projects. Coordinate efforts toward standardization of cybersecurity support, including hardware and software. Conduct security evaluations related to classified/ unclassified communications networks, telecommunications/cryptographic devices and/or automation equipment. Evaluate and strongly influences the status of security controls for systems and networks in the assigned mission areas. Evaluate system Risk Management Framework (RMF) packages to validate compliance with Security Controls, confirm suitability of mitigations for non-compliant controls and acceptability of Plans of Action and Milestone (POA and M) Assist with monitoring and analysis of Security Control Assessor activities and reports. Perform staff studies for cybersecurity resource problems or inadequacies.

Requirements

  • Three year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized experience would be demonstrated by: GG-9 Understanding of Risk Management Framework and/or tools for managing or assessing system authorizations; the knowledge of security controls for networks; knowledge of how to review Plans of Action and Milestones to determine if plans contain all required information; and understanding of the development, review, and interpretation of operating or securing networks. GG-11 knowledge of Risk Management Framework and system authorization process and/or tools for managing or assessing system authorizations; the knowledge to assist with implemented security controls to determine if they meet requirements; assist in reviewing Plans of Action and Milestones to determine if plans contain all required information to address identified vulnerability; aid in the development, reviews, and interpretation of information system security related policy, standard operating procedures responsible for managing, operating or securing networks. GG-12 Knowledge and experience with Risk Management Framework including the overall system authorization process and tools for managing or assess system authorizations; the ability to assess implemented security controls to determine if they meet requirements; experience in reviewing Plans of Action and Milestones to determine plans contain all required information and proposed mitigations address the specific vulnerability covered by the POA&M and explain deficiencies to organization preparing the POA&M; the ability to develop, review, and interpret information system security related policy, standard operating procedures, or other guidance for systems or organizations responsible for managing, operating or securing networks.
