This position serves as the Administrative Officer (AO) for the Clinical Engineering Service (also known as HTM) within the Orlando VA Healthcare System, reporting to the Chief of Clinical Engineering Service under the Office of the Associate Director. The incumbent serves as the principal advisor on administrative and technical issues to the Chief of Clinical Engineering and other leaders in the Clinical Engineering Service and directs and performs all administrative functions.
Duties
Leads and/or actively participates in various organizational work groups, projects, and initiatives.
Uses principles of continuous quality improvement to facilitate interdisciplinary teams to evaluate effectiveness and efficiency of operations.
Prepares complex action plans and schedules for various phases of project accomplishment, both short and long-range.
Develops and implements management information monitors for tracking clinic statuses of projects, purchases, FTEE, budgets, and day-to-day operations.
Obtains/extracts a wide variety of data from VHA and other databases for analysis and proposing recommendations to Leadership.
Develops move plans for existing and new services.
Conducts independent studies involving resource allocation cost benefit analysis.
Obtains, analyzes, and presents data and provides recommendations based on analysis.
Monitors expenditures and forecast changes that require reprogramming of funds.
Discusses pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations.
Management of provider competencies and ongoing professional practice reviews.
Participates in developing management initiatives, policy-making planning and management decisions, which impact the operation of the Medical Center.
Oversees the daily operation of employees, ensures that agency policies and priorities are being followed, develops performance standards, and evaluates work performance.
Demonstrates knowledge of the various types of contracts and the role of a Contracting Officer Representative (COR) in the contracting process and how to use acquisition resources available on the web to include Fed Biz Ops, GSA, and Excluded Parties
Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas.
Exercises human resources responsibility by initiating requests for recruitment, interviewing and selecting employees, complying with EEO objectives; planning and assigning work due to increased work volume or multiple absences, and maintaining accurate and current position descriptions.
Work Schedule: Monday to Friday 7:30am - 4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: develops and implements management information monitors for tracking clinic statuses of projects, purchases, FTEE, budgets, and day-to-day operations.
