Primary purpose of position: A Civilian Personnel Specialist for Cryptologic and Cyber Systems Division providing senior leadership advice and guidance on civilian personnel programs and their subsequent administration throughout CCSD in support of nearly 900 government civilians.
Organizational location of position: Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division, Director of Operations Branch, C31&Networks Logistics, Joint Base San Antonio-Lackland AFB TX.
Duties
DUTY 1: Provides guidance and makes recommendations for CCSD's civilian personnel activities and performs continuous appraisal of the utilization of human resources (HR) in accomplishing objectives and goals.
DUTY 2: Serves as the Division's point of contact for a broad range of civilian personnel actions including those involving a wide range of professional, scientific, cyber, cryptologic, logistics, administrative, and highly technical positions.
DUTY 3: Participates with other civilian and military personnel specialists in the execution of personnel management responsibilities.
DUTY 4: Ensures civilian personnel management actions taken conform to the laws and regulations governing military and federal civilian personnel.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
This is a GG-7T12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-7T12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-7T12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Having the quality level of experience that demonstrates knowledge of personnel management principles, concepts, and methodologies; and financial management directives, concepts, procedures, guidance, and policy; and a wide range of Human Resources (HR) concepts, practices, laws, regulations, policies, and precedents governing HR functions; knowledge of the mission, roles, functions, organizational structures, and operation of organization to provide personnel management guidance; and knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD, Joint, and Air Force military and civilian personnel management principles, concepts, and methodologies; and financial management directives, concepts, procedures, guidance, and policy; and a wide range of HR concepts, practices, laws, regulations, policies, and precedents governing HR functions.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide military and civilian personnel management guidance.
3. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization.
4. Skill in using various office automation software to support office operations and produce a variety of information products such as reports, graphs, charts, and spreadsheets.
5. Skill in researching, analyzing, interpreting, and applying rules, regulations, and procedures; and planning and organizing work, prioritizing tasks, and meeting deadlines.
6. Ability to communicate effectively, both orally and in writing, to obtain information, collaborate with and gain cooperation from others using tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
