Duties
Serves as the Strategic Workforce Program Manager for the Defense Logistics Agency (J12) Workforce Planning Office.
Oversees research, analysis, and studies to collect quantitative and qualitative data through surveys, interview, or focus groups and performs statistical analysis to support human capital decision making.
Performs analysis of missions, functions, organizational structure, processes, procedures, and problem areas to advise leadership and support the development of long-range business plans and workforce requirements.
Plans and coordinates contract administration activities for long-term, extensive technical service contracts and/or cost type contracts.
Plans, direct and oversees the conduct of support activities and special management studies based upon research, analysis, and evaluation of program operations, policies, and procedures.
Plans, organizes, and oversees Workforce and Succession Planning and Competency Assessment and Modeling efforts and projects aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment.
Manages business studies associated with comprehensive data synthesis and analysis, evaluation of stakeholder input, and assessment of alternative courses of action.
Evaluates costs and risks associated with courses of action, prepares findings and recommendations, and presents to senior leaders for decision making.

Qualifications
To qualify for a Supervisory Program Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Conducting program analysis in support of workforce and strategic planning.
Planning and executing short- and long-range projects related to workforce planning, strategic planning, budget formulation and justification, risk management, and/or data and financial analysis.
Performing quantitative and qualitative measurement and analysis, project management, business case analysis, and/or customer satisfaction measurement to improve program outcomes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
