The Associate Chief Financial Officer, Financial Strategy and Operations (ACFO FSO) serves as primary advisor to the Chief Financial Officer, overseeing strategic operations, planning, governance, workforce development, project management, and modernization efforts that enhance the overall financial management portfolio for the Office of Personnel Management (OPM). This is a 120-day reimbursable detail opportunity.
Duties
The ACFO FSO provides support and guidance in the planning, design, development, and operation of complex automated accounting, and financial information systems for OPM's salaries and expenses, revolving funds, and the OPM Earned Benefits Programs and related programs. In addition, the incumbent provides support and guidance in the planning, design, development, and operation of the integrated financial solutions supporting and reviews and concurs in recommendations approving the design or modification of OPM's Retirement and Insurance Funds' systems that provide financial and program performance data. The incumbent ensures that OPM's financial strategy and operations adhere to government-wide financial management objectives and policies promulgated by Congress, Office of Management and Budget, General Accounting Office and Department of the Treasury. Technical Qualification (TQ):
Demonstrated expert knowledge of program management related to financial systems implementation, operations, and maintenance.
