About the Position: Serves as a Budget Analyst for the Army Sustainment Command, Army Field Support Brigade, S8 Resource Management advising on resource management requirements, availability of allotments and funds for program purposes, appropriateness of actions, compliance with internal controls, etc.
Duties
Provides guidance to managers and supervisors concerning formulation, planning, and execution of the operating budget for the management of financial objectives.
Administers the total budget, including all phases of program planning and analysis to ensure compliance with statutory/regulatory guidance.
Identifies, analyzes, and resolves of a range of budgetary problems for reimbursable funded activities subject to fluctuating revenues and changing demands for services which necessitate reprogramming through the year.
Utilizes financial systems General Fund Enterprise Business System (GFEBS), Global Combat Support System (GCSS-ARMY), and Wide Area Workflow (WAWF) to facilitate system training, management, user training, troubleshoot errors, and resolve issues.
Provides briefings to managers and the Commander on the status of funds and prepares and presents justification to higher levels regarding need for additional funds or specific purposes and to defend reprogramming actions.
Requirements
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Specialized Experience: One year of specialized experience which includes providing regulatory guidance to management regarding the availability of funds; AND preparing reports relative to the status of funds, expenses and obligations; AND utilizing automated financial systems to maintain accounting and financial data.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
