About the Position: This position falls under the Defense Health Agency (DHA) Tidewater Market, Army Health Center McDonald, Directorate of Dental Ft. Eustis, Virginia, serving as Executive Officer for Dental Activity operations and activities, carrying out duties with emphasis on personnel, project, financial and automation management, facility oversight and clinical services, directly contributing to the organization's mission activities, polies and procedures.
Duties
Financial management: Independently monitor supply expenditures, and advise the Commander on personnel, contract, supply and temporary duty travel.
Automation Management: Oversee Information Management staff responsible for the administration of automation issues and guides prioritization of automation purchases, equipment installation, maintenance, problem resolution and user training.
Personnel Management: Direct personnel actions within the headquarters and provides general program direction to subordinate clinics on hiring, orientation, workload management, counseling, rating or other management actions.
Special Projects: Perform special projects at the direction of the commander, and oversee the development of estimates, statistics, suggestions and other information useful to strategic planning at all levels.
Staff Relations: Principal advisor to the commander on program issues and is responsible for conducting periodic reviews to locate and eliminate ineffective procedures or processes.
Practice Improvement: Analyze practices, recommends improvements in all areas of deficiency and implement solutions with approval of the Commander.
Quality Assurance: Respond to taskers and formal inquires, prepare for surveys and inspections and monitors compliance with environmental, safety, and fire codes, regulations, and statutes establishes control procedures to insure compliance.
Facilities Management: Monitor and evaluate condition of facilities in assigned area of responsibility and make recommendations and directs actions involving repairs, renovation, reconditioning, or replacement of same.
Equipment Management and Planning: Develop capital equipment requirements program, analyzes annual and long-range equipment replacement and modernization requirements.
Monitor/validate input for automated systems including Corporate Dental Application (CDA) and Armed Forces Health Longitudinal Technology Application (AHLTA) and monitor schedules/documentation necessary for manpower and force structure management.
Supervision: Supervisory responsibility for professional, administrative and support staff, ensuring management policies and procedures are adhered to.
Evaluate personnel program operations for quality/quantity of work, regulatory compliance and effectiveness of service to staff, and identify problem areas, coordinates corrective action, and effect changes and improvements, as necessary.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position has a one-year supervisory probationary period unless previously completed.

SPECIALIZED EXPERIENCE: One year of specialized experience which includes: Managing personnel, planning and project management, overseeing financial management, automation management, facility oversight and clinical services in a Dental Activity operation.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
