The Architect of the Capitol (AOC), Office of the Superintendent, Senate Office Buildings (SOB) is seeking a dependable Operations Manager to be responsible for the management and direction of the day and night labor and custodial workforces. The purpose of the position is to assist with strategic planning and provide overall direction, planning and deployment of resources for the operations of the Labor and Custodial Branch. This position is staffed (Night Shift) from 10:30 p.m. – 7:00 a.m.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.  You must meet all eligibility and qualifications requirements by the closing date of the job announcement.  Additional information on the qualification requirements is outlined in the OPM Qualifications Standards Handbook of General Schedule Positions.  It is available for your review on the OPM web site at OPM qualification standards   Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, specialized experience must have been equivalent to at least the next lower grade level.   Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service.  Specialized experience must include all of the following: (Experience must be reflected in resume)  (1) Developing performance requirements for subordinate supervisors and providing for employee skills enrichment through job-related coaching, mentoring and training;  (2) Analyzing and determining work and manpower requirements and equipment needed to maintain high-level operations of a facility; (3) Preparing budget estimates for supplies, equipment and labor costs for labor and custodial workforce operations; (4) Providing recommendations for optimization of resources which support and enhance a strategic plan and vision;  (5) Preparing reports on technical and administrative aspects of program operations. (6) Advising organizational leadership in the negotiation and administration of contracts dealing with trash removal, hazardous waste storage and removal and recycling of waste materials. Serving as Contracting Officer's Technical Representative for contractor-performed custodial services.  Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-12 grade level in the Federal service.  Specialized experience must include 5 of the following:  (Experience must be reflected in resume)  (1) Developing performance requirements for subordinate supervisors and providing for employee skills enrichment through job-related coaching, mentoring and training;  (2) Analyzing and determining work and manpower requirements and equipment needed to maintain high-level operations of a facility; (3) Preparing budget estimates for supplies, equipment and labor costs for labor and custodial workforce operations; (4) Providing recommendations for optimization of resources which support and enhance a strategic plan and vision;  (5) Preparing reports on technical and administrative aspects of program operations. (6) Serving as Contracting Officer's Technical Representative for contractor-performed custodial services. 

Education

A bachelor's degree or higher is desirable but not required.
