You will serve as a PROGRAM SPECIALIST in the C51 AND COMBAT SYSTEMS DEPARTMENT of COMMANDER LITTORAL COMBAT SQUADRON TWO.

Duties

You will plan and coordinate the development and promulgation of Staff policy and guidance to support effective configuration control program management of all LCS seaframe C51 systems. You will serve as the assigned C51 subject matter expert for receipt and review of all C51 new Ship Change Documents (SCDs) for completeness and consistency with current policies and technical applicability as well as providing C51 SME (N6) review. You will develop technical recommendations and risk assessments, C51 Baseline briefs, certification criteria reviews, developmental and operational assessments and analysis in support of key decisions. You will coordinate with the Maintenance Executive Officer (MEO) and alterations and install teams (AITs) for all local LCS Platforms to ensure highest quality installs are completed on time and in accordance with planning documents. You will provide assistance to or conduct training of designated COMLSRON TWO staff and crew personnel. You will communicate with LCS Crew Combat Systems leadership and testing coordinators on scheduled C51 modernization installation timelines and assist with the execution of associated on-hull preparations and support requirements as applicable. You will establish, execute and maintain configuration control baseline tracing processes to ensure combat systems configurations are documented with completed ship alterations, changes, and upgrades. You will provide assessments in conjunction with off-ship repair activity regarding planning, implementation, operation, evaluation and execution of new ship C51 modernization projects and installation. You will develop technical recommendations ad risk assessments, C51 Baseline briefs, certification criteria reviews, developmental and operational assessments and analysis.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Incumbent is required to perform the above duties at a variety of job sites within commuting distance.
  • It is incumbent's responsibility to transport himself/herself in an expeditions manner between job sites in the local area of his/her permanent duty station with reimbursement of costs in accordance with Joint Travel Regulations.

Qualifications

To qualify for the PROGRAM SPECIALIST, GS-0301-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in working in naval ship systems, ship operations, repair and overhaul of ships. Experience writing and communicating and preparing and/or presenting high-level detailed technical and contractual recommendations, papers, or reports. Experience leading technical assessment teams and advising on the potential benefits and using automation to improve the efficiency and effectiveness of business processes. Experience with Acquisition and Program Management, the CCB process, Combat Systems/C5I baseline management, the alteration development process and different phases of alteration development including which phases allow for installations to occur. Experience with the 9090.310 NMP-MOM, USFFC/COMPACFLTINST 4720.3C, SPAWARINST 4720.14 Afloat Installation process Handbook, and NAVSEA 4130-12B Configuration Management Guidance Manual. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
