This position is located at Bureau of Fiscal Service; Executive Director, Administrative Resources Center (ARC); Assistant Managing Director, Service Delivery; Human Resources Operations Division; Branch as assigned.
Duties
As a Supervisory HR Specialist-Employee Benefits or Info Systems and Compensation, you will:
Supervise a team of specialists and assistants engaged in providing the branch's services.
Perform a variety of administrative, technical, analytical, and supervisory duties in personnel action processing, compensation, leave administration or benefits administration.
Serve as the Bureau's expert in one or more assigned program areas such as leave administration, time and attendance (T&A), hours of work, pay administration, and indebtedness.
Advise and assist the customers on the creation and implementation of the policies and to recommend best practices to facilitate the employee benefits functions.
Develop and present training courses, seminars, and briefings for employees, supervisors, and managers on all aspects of pay and leave administration and time and attendance systems and/or all aspects of the retirement and benefits programs and systems to ensure they meet regulatory and program requirements.
Initiate, conduct, coordinate, and oversee highly complex, long-term special studies, projects, and reviews, including statistical analysis, relevant to the goals and objectives of the Branch Division.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-13: Specialized experience is fifty-two (52) weeks of experience at the GS-12 level or equivalent that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as the following:

-Providing advice and guidance relative to compliance with Human Resources (HR) laws and regulations (examples of the HR rules, regulations and policies are Title 5 Code of Federal Regulations (CFR), federal HR case law, OPM guidance, National Finance Center guidance, etc.) AND
-Resolving pay and leave administration and/or benefits issues, including but not limited to employee indebtedness AND
-Experience with one of these three:
- Performing duties as a Senior HR Specialist that included independently conducting training and mentoring, as well as making related presentations to high level officials, and working on policy/procedural reviews or creation. This experience included Federal HR topics that demonstrated exposure to and a general knowledge of benefits and retirement and/or payroll regulations; OR
- As a Senior HR specialist, using communication skills, both verbally and written, to support recommendations and conclusions in resolving problems related to benefits and retirement and/or payroll; OR
- Leading Federal Human Resources projects and/or project teams that demonstrated the ability to interpret and apply Title 5 Federal Human Resources regulations
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.
