About the Position: Serve as a Management and Program Analyst responsible for participating in acquisition planning; contract development and tracking; and liaison with internal and external agencies.

Duties

Participate in the battalion acquisition planning process to identify yearly, new, and future requirements. Perform analysis of acquisition approach (e.g., local purchase, contract, source selection procedures, and document requirements), and determine and recommend the best materiel source to battalion leadership and higher headquarters. Follow up on delivery timeline; maintain trackers and briefing material as needed. Support organic Contracting Officer Representatives (COR) with identified problems, and submission of supplemental or follow-on agreements and modifications. Serve as the primary Military Interdepartmental Purchase Request (MIPR) creator. Work in close coordination with receiving units at the Battalion level to confirm order and service fulfillment prior to e-Business Suite validation.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Must include transcripts in application package.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Must include transcripts in application package.) GS-11 Specialized Experience: One year of specialized experience which includes acquisition planning to identify current and future requirements; contract development and tracking; and advising on financial transactions that occur within the organization. (Experience with the General Fund Enterprise Business System (GFEBS) is preferred.) This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Must include transcripts in application package.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Must include transcripts in application package.) You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationControl of FundsOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
