This position is part of the National Archives and Records Administration. The purpose of this position is to direct the work of subordinate organizations and to provide technical guidance and supervisory oversight for a staff performing work that involves administering, developing, and supporting information technology systems and services and for which the paramount requirement is knowledge of IT principles, concepts, and methods..
Duties
As a Supervisory IT Specialist, you will:
Plan, direct, supervise and coordinate Information Services activities requiring an expertise and broad scope of knowledge of command and control, communications, and NARA requirements for internal and external customers.
Assign work to lower level supervisors and/or employees, establish overall project goals and priorities and evaluate results through formal reviews, briefings, reports, and personal observation.
Establish and maintain personal contacts with senior-level management officials, equivalent stakeholders, private contractors and the public.
Direct, coordinate, or oversee work of subordinate supervisors, project managers, and/or leaders. The incumbent also may provide contract performance oversight responsibility when contract work is performed within or in support of the Division/Branch and/or functions.
Conduct high-level technical analyses of the functional and management aspects of programs and projects using data-related Information Security policies, directives and procedures. The incumbent will ensure adequate internal control systems are developed and operative so that government resources are efficiently and effectively managed.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-15: Specialized experience is one year of experience at the GS-14 level or equivalent in other public or private sectors. Specialized experience includes managing an Infrastructure development team in order to integrate goals and priorities into programs while balancing change and continuity, business process improvement, and ensuring accountability.
Examples of such experience may include but not limited to:
Providing technical advice and guidance to senior executives, management, and external subject matter experts in the areas of IT Program and Project Management;
Providing technical advice in developing, implementing, evaluating, and/or improving processes for innovation projects and IT systems, including emerging technologies;
Serving as a program manager or project manager supporting multiple organizations;
Experience with project management techniques such as requirements definition, solution planning, project coordination, project execution, and/or project communications/reporting;
Working on an IT project team or a segment of a project in order to maintain quality and mitigate risk;
Communicating IT related ideas, orally and in writing, to diverse audiences in order to assess needs and explain options.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-15, you must have been at the GS-14level for 52 weeks.
