About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command, 93rd Signal Brigade in Fort Drum, NY.
Duties
Serve as the Security Specialist responsible to support the Command Security Manager administering all intelligence-related security programs of the Network Enterprise Center (NEC).
Initiate security clearance investigations for all personnel assigned to the NEC. Administers all security programs in accordance with current laws, regulations and policies.
Plan, develop, and implement PHYSEC policies and procedures to ensure protection of buildings and equipment assigned to NEC.
Interpret and provide direction for security applications and ensures compliance with established security related directives.
Perform facility walk-throughs to monitor compliance with security procedures/processes and report deficiencies to supervisor.
Plan, develop, and provide Security Education Training to supported customers and NEC employees.
Responsible for security administration support for the in/out-processing of all Northeast Region NEC employees and contractors.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- Required to possess a valid government vehicle operator license to support unit/activity customer service support requirements.
- Subject to 2-hour call back for emergency and/or security related issues.
- This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience editing personnel records within approved system of record for security clearances, such as Defense Information Security System (DISS); teaching or training personnel in security processes or security inspections; utilizing two or more of the following disciplines for a command - Communication Security (COMSEC), Personnel Security (PERSEC), Information Security (INFOSEC) and/or Physical Security (PHYSEC); AND performing security inquiries or investigations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled.
OR
A Ph.D or equivalent Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as International Relations, Foreign Area Studies, Political Science, Geography, Foreign Affairs, International Law, History, Economics, Demography, Engineering, Law, Sociology, Psychology, Military Science, Cartography, Social or Cultural Anthropology, and/or Physical or Chemical Science.
