About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Forces Command, 10th Mountain Division Senior CDR AUG, G-2 Security, Fort Drum, NY 13602.

Duties

Develops, plans, oversight, administration, management, implementation, and enforcement of the DCIPS intelligence-related multi-disciplined security programs. Interprets higher-level security regulations and promulgates implementing directives and guidance to the Forces Command (FORSCOM) organizations. Provides definitive technical advice and assistance to senior authorities and the installation FORSCOM workforce. Serves as the command’s entry point of contact and a Subject Matter Expert (SME) on Personnel Security (PERSEC) program. Serves as Information Security (INFOSEC) Specialist, overseeing the receipt, storage, transfer, destruction and safeguarding and preventing loss of classified material; assisting on classification problems; controlling unclassified information etc. Serves as Foreign Disclosure Representative, administering Classified Military Information (CMI); determines disclosure requirements; Foreign National visits, and release and disclosure of information. Administers the Industrial Security (INDUSEC), Operations Security (OPSEC), Anti-Terrorism/Force Protection (AT/FP), Physical Security (PHYSEC) programs, as defined by the AR 380-series regulations. Administers policies, practices and metrics that reflect the security posture of FORSCOM activities on the installation. Serves as the command’s expert and account manager on the Defense Information System for Security (DISS). Supports Security Education, Training and Awareness (SETA) and mandatory security training for the Command. Serves as the Team Lead over two Security Specialists in the G2 Security Office

Requirements

  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary duty (TDY) travel up to 10% of the time.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.

Specialized experience: Providing guidance, technical assistance, and executing all facets of security in two or more of the following: Personnel, Information, Industrial Security and Foreign Disclosure program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
