This announcement will be used to fill positions with an entry grade of GS-12, or GS-13 with a target grade of GS-13.The minimum salary for grade GS-12 is $83,591, the maximum salary is $112,477. The minimum salary for grade GS-13 is $99,401, the maximum salary is $133,747.

Duties

Serve as a senior analyst for the Enterprise Management Services Contract Services Directorate (CSD) organization, providing performance improvement and project management consultation to senior leaders. Recommends project planning solutions to business process owners. Assists management officials with defining project scope, priority, and staffing. Develops proposals related to budget, schedule, and product improvement for the sustainment of the Contract Services Directorate?s programs. Creates, implements, and coordinates new operational processes and associated performance metrics systems that integrate funding, manpower, and workload data. Knowledge of Project Management principles, concepts and methodologies to lead, teach, advise, and communicate the meaning, assumptions, and use of quantitative and qualitative tools.. Develops specific guidelines and complex methods for measurement, interpretation, and improvement of effectiveness and productivity throughout the course of the project. Expert in developing or interpreting guidance on planning, implementation, and follow-up of Project Management methodologies, tools, and techniques. Experience with SSBM and RMIC.

Qualifications

Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11 for entry grade GS-12; GS-12 for entry grade GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-12-Specialized Experience Is Defined As: Maintaining assignments or projects employing progressively more independent means that require the application of established principles, concepts, and techniques. Issues that impact the assignments still remain relatively stable. GS-13-Specialized Experience Is Defined As: Maintaining new operational processes and associated performance metrics systems that integrate funding, manpower, and workload data, to ensure programs are consistent with each other and directorate long-range planning objectives. Mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of complex management processes and systems, in order to serve as a methods and analytical expert within the Agency, providing advisory services to PMs and management.
