This position is in the Division of Safety and Risk Management (DSRM) located in Albuquerque, New Mexico for the Office of Facilities, Property and Safety Management (OFPSM) within Indian Affairs (IA).

Duties

Serves as the focal point for the IA Workers Compensation Manager. Serves as the focal point for the Department of (DOL), Office of Workers Compensation Programs (OWCP), Employee Compensation Operations and Maintenance Portal (ECOMP) Agency Maintenance User. Serves as the focal point for the Department of the Interior, Safety Management Information System (SMIS) IA Administrator. Serves as the focal point for the SMIS Workers Compensation Coordinator and ECOMP Agency Reviewer for IA Central Office programs.

Qualifications

GS-11: To qualify at the GS-11 grade level, you must have one year specialized experience at or equivalent to the GS-09 grade level performing a wide variety of studies and analyses for innovative approaches or major changes to existing programs and systems. OR B. Education - Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related at an accredited institution. OR C. A combination of education and specialized experience that totals 100% of the requirement. GS-12: To qualify at the GS-11 grade level, you must have one year specialized experience at or equivalent to the GS-09 grade level that may include such tasks providing advanced guidance and recommendations on worker's compensation issues, reviewing Occupational Safety and Health Program (OSHP) evaluations and Internal Control Reviews (ICR) corrective actions plans to determine appropriate changes and corrective action requirements are fully implemented, reviewing incidents reports for accuracy and completion, and developing a program of monitoring, tracking, recording, and reporting of workers' compensation, OSHP and ICR activities. GS-13 To qualify at the GS-13 you must have one year specialized experience at or equivalent to the GS-11 grade level that may include such tasks as managing and oversight of workers' compensation program, providing advanced guidance and recommendations on workers' compensation issues to Workers' Compensation Coordinators and Human Capital Management Specialists, plans and conducts OSHP evaluations and ICR to determine the effectiveness of the programs, and develops OSHP evaluation and ICR review reports for management with respect to the development, completeness, implementation, and effectiveness, including strengths, weaknesses, and recommendations. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
