The primary purpose of this position is: To serve as a major command headquarters level senior program analyst, applying Special Operations Forces (SOF) experience to analyze, anticipate and evaluate issues related to the full spectrum of the SOF Mobility Fleet programs and missions, to analyze and evaluate requirements,
Duties
(Con.) and develop recommendations to resolve substantive problems/issues of effectiveness and efficiency in the requirements process of assigned major command programs.
Applying special operations mobility and logistics experience; analyzes, develops, and evaluates requirements issues, and develops/implements recommendations to resolve substantive problems/issues of effectiveness and efficiency in the requirements generation process of a major command.
Documents requirements, planning, and programming of SOF Mobility related equipment in appropriate formats to meet Air Force, USSOCOM, and AFSOC requirements.
Actively participates in strategic planning to improve organizational direction and focus, along with the development of plans, policies, and procedures for implementation of AF and SOF Mobility equipment fielding.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in requirements.

- Completion of RQM 110 is highly desirable but must be completed within 6 months of assignment.

- The employee must obtain and maintain the appropriate Secret Security clearance as a condition of employment.
- Previous rated/non-rated operational aircrew or maintenance experience in a SOF mobility weapon systems is desirable when recruiting.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions; Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: expert knowledge of special operations, USSOCOM mobility fleet and joint air/ground communications interfaces, missions, command structure, programs, organizational relationships, program goals and objectives, processes, policies, and procedures; expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command level plans, programs, and requirements for participating in or conducting major operations such as war, airland and airdrop operations, deployment, mobilization, PPBES, acquisition, special operations, exercise, rescue, contingency, training, or similar operations; and extensive knowledge of agency planning, programming, budgeting, and execution system actions; services requirements (contracts) process; modifications/acquisition programs; science and technology; programming actions; manpower and organization; contracting; financial management; policy, doctrine, mission area plans, force structure and Operational Test and Evaluation (OT&E).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements..
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, exercise, rescue, foreign military sales, PPBS, acquisition, contracting, special operations, or similar operations.
In-depth knowledge of agency and command program goals and objectives; including the planning and execution of military operations and evaluations; is highly desirable.
Ability to research, study and advise on Air Force special operations aircraft, programs, missions, and requirements in support of unit or staff assignments within Air Force or a Joint Operations environment; in the area of Mobility and Logistics Plans and Programs, Communications and Information, Operations, Intelligence, or deployment on contingency operations.
Extensive knowledge of agency planning, programming, budgeting, and execution system actions; services requirements (contracts) process; modifications/acquisition programs; science and technology; programming actions; manpower and organization; contracting; financial management; policy, doctrine, mission area plans, force structure and Operational Test and Evaluation (OT&E).
Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe problems/issues of effectiveness and efficiency of work operations in a major command relating to military operational and contingency areas. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established requirements, concepts and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
