This position is located in the U.S. Department of Agriculture (USDA), Departmental Administration (DA), Office of Customer Experience (OCX). The primary purpose is to manage the administrative functions of OCX. Major functions include program review, human resources, procurement and contracting, travel management, facilities, property, and supply management, organizational management, and various other administrative services. Other program areas may also be assigned to the position.

Duties

Represents the organization, with commitment authority, on general administrative matters. Oversees preparation of travel orders, vouchers, and change-of-station and relocation travel authorizations and documentation prepared by staff. Collaborates with top management to resolve staffing, employee relations, labor relations, and EEO issues. Advises on personnel action requests which include, but are not limited to, recruitment requests, promotions, reassignments, and special compensation. Serves as a technical expert and advisor and analyzes, evaluates, researches, and solves a variety of procurement problems. Initiates, plans, recommends, and/or make decisions or recommendations that affect the content of agency policies, procedures, plans, and guidance concerning the management of procurement programs and/or training related matters. Serves as a COR, advises on contracting and negotiation procedures and supervises development of inter/intra agency agreements, reimbursable agreements, and grants.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: At the GS-12: One year of specialized experience, equivalent to the GS-11 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as an Administrative Officer. For this position, the specialized experience includes all of the following: Overseeing administrative matters including travel orders, procurement, contracts, and space allocation within an organization; and Evaluating and advising on personnel action requests. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
