THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY), Position Description Number D1622000 and is part of the KS Air Joint Forces Headquarters, National Guard.
Duties
As a HUMAN RESOURCES SPECIALIST, GS-0201-09 located within the Kansas Air National Guard Headquarters, Military Personnel Management Office, you will serve as an advisor to the Kansas Air National Guard HQ Staff, and report directly to the State MPMO Officer. You will interpret policy and provide procedural guidance to both state Air Wings. Keep current on and ensures the implementation of new policy statements, regulations and directives. Develop guidelines and operational procedures to implement changes to policies and program. Research and resolve difficult HR personnel problems and questions, including those where guidance is only partially relevant or is incomplete. Accomplish a variety of statistical data/reports, analyzes the information, identifies trends, and makes recommendations to assist in HR management decisions. Serve as the technical expert on a variety of administrative matters (e.g. format for directives and standing operating procedures, general office procedures, filing systems, reference libraries, etc.). Other duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.

Qualifications
Military Grades: E4 through E7, however enlisted applicants who hold a higher grade, may provide a statement of understanding with their application indicating a willingness to be administratively reduced in grade to the highest grade advertised, if selected for the position. GENERAL EXPERIENCE: Must have experience, gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. Must have a validated understanding of the basic principles and concepts of the occupational series and grade including the following: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/or distress levels; and, Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.
