You will serve as a SECURITY SPECIALIST in the Business Management Office of OCHR NORFOLK OPERATIONS CENTER.
Duties
You will perform a variety of security services and administrative duties essential to the orderly and efficient accomplishment of the work of the organization.
You will perform a wide range of security functions which contributes to the protection of information, personnel, property, facilities, material, and operations.
You will analyze the applicability of guidelines to specific circumstances and proposes regulatory or procedural changes designed to improve security controls for the level of security required.
You will use judgement in applying security knowledge and skills in weighing the impact of variables and other issues which influence the course of action taken to resolve security questions/issues.
You will conduct frequent inspections to ensure that proper physical security safeguards are maintained and personnel are fully aware of such requirements.
You will provide technical advice and assistance on security locks and devices authorized for a particular area.
You will coordinate, establish and maintain effective visitor control program and access controls to ensure only authorized personnel are granted entry to our facilities.
You will ensure proper security clearances of visitors, job applicants, government and contract personnel.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience providing direct support and protection of personnel, information, and physical security operations for the organization.
Experience analyzing agency security policies and procedures to apply federal statutes to establish and maintain level of security for the organization.
Experience performing analytical, planning, advisory, and evaluative security functions to independently investigate and propose solutions to resolve security questions and issues;
Experience with personnel security systems to thoroughly review and determine investigations, and processing of security badge requests for government and contractor personnel;
Experience serving as advisor on personnel security programs ensuring personnel remain eligible for appropriate security clearances;
Experience performing regular inspections to ensure proper physical security safeguards are maintained.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
