This position is located in the Division of Resolutions and Receiverships (DRR), Financial Services and Technology Branch, Receivership Accounting, Tax Section of the Federal Deposit Insurance Corporation, in either Dallas, TX or Washington, DC.
Salary reflects a pay cap for this position of $270,000.
FDIC Corporate Managers (CMs) are in the Federal competitive service and not the Senior Executive Service (SES).
Duties
Ensures that staff timely and accurately completes all tax compliance work for every failed bank receivership and subsidiary. This includes the annual federal and state income tax returns, claims for refund, payroll and informational tax reporting, and tax returns required by Puerto Rico and foreign countries.
Determines the optimal level of tax compliance work that should be prepared by the outside CPA firms that are under contract. Monitors and maintains contract oversight and technical evaluations.
Develops a strategy for each bank closing that maximizes the recovery of all available federal and state tax refunds.
Consults with the Legal Division, outside law firms and major CPA firms to resolve a variety of complex tax issues.
Represents the receivership and/or the consolidated group that includes the holding company at IRS audits and appeals.
Pursues rulings from the Internal Revenue Service (IRS) on tax matters favorable to failed bank receiverships. Provides extensive tax litigation support services to the Legal Division. This includes representing failed bank receiverships at mediations, settlement discussions, trials, etc., in tax refund ownership disputes and other tax-related matters.
Serves as part of the management team in making and implementing corporate receivership tax policy. Develops and modifies DRR tax policies and procedures; develops guidance on methods and procedures taking into account precedent setting issues. Serves as the principle advisor to the Assistant Director and Deputy Director on tax-related matters. Monitors and analyzes trends in applying accounting and tax principles, and provides leadership with periodic assessments.
Manages and maintains tax systems and databases used to track inventory of all federal, state, foreign, or other tax returns, tax refunds and payments, and audits of banks. Ensures adequacy and operations of system through routing review and evaluation to ensure continued effectiveness of Section programs.
Manages a staff of tax professionals and contractors/consultants.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Technical Experience 1: Experience in managing the administration, operation and maintenance of a tax department that includes responsibility for ensuring compliance with Federal and State tax law, regulations, rulings and court decisions, and
Technical Experience 2: Experience in managing tax audits, claims for refund and resolution of tax issues.
