This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Assistant Program Manager responsible for managing systems through advanced development, production and fielding in the Program Executive Officer, Aviation on Redstone Arsenal. This is a pay banded position. NH-03 encompasses grades 12 and 13 on the General Schedule.

Duties

Makes extensive use of technical resources external to the immediate project office, initiates, plans, and directs a variety of activities critical to mission accomplishment. Analyzes the impact that contemplated budget revisions, proposed adjustments, legislative changes, economic trends or directives from higher echelons may have upon projects and take positive action to minimize adverse effects. Maintains a continuous up to date cognizance of all aspects of project(s). Ensures that open communication exists between core and matrix support personnel and their counterparts in associated programs, so that maximum interoperability and parts commonality is achieved with all related systems. Coordinates system development plans, system product improvement plans and establishes design development objectives with users to ensure system aspects and capabilities are in consonance with user requirements. Serves on various top-level advisory boards and committees relative to the general management and technical aspects of projects, recommending and/or acting on proposals having significant impact on National Defense programs and Government policy.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year trial/probationary period may be required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 60 months as of entrance on duty.
  • Must obtain and maintain a Secret clearance.
  • Temporary duty (TDY) travel may be required up to 25% of the time.
  • This position requires submission of a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Position is Temporary, NTE 1 Year.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service. Specialized Experience: One year of specialized experience which includes: 1) Executing cost, schedule, performance, and risk activities within the acquisition life-cycle framework; 2) Coordinating acquisition support activities necessary to meet program objectives; and 3) Performing periodic reviews of financial execution to include obligations and expenditure.
