This position is located in the Bureau of the Fiscal Service (FS); Executive Director, Administrative Resource Center (ARC); Employment Services Division (ESD). The incumbent serves as a subject-matter expert, senior-level staffing specialist, & technical advisor to multi-agency senior leadership, management, HR Specialists, & other stakeholder positions.
Duties
As a Human Resources Specialist (Recruitment & Placement), you will:
Provide a full range of HR advisory services to agency senior management, assisting in planning, developing, organizing, and managing resources. Analyze and solve complex and/or sensitive issues where HR policy decisions and guidance may have an impact throughout customer agencies.
Evaluate strategic plans, policies, and priorities relative to Staff Acquisition. Serve as the policy expert in support of Staff Acquisition programs, policy, and special initiatives.
Review legislation, executive orders, policy statements of higher authority, and Office of Personnel Management (OPM) proposed rules and regulations to determine the impact on customer agencies.
Provide information and guidance to employees and operating officials on the effective use of the merit promotion and career development programs.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
- Experience interpreting and applying guidelines and regulations to a) perform staffing and/or classification work, and b) identify areas of improvement and/or make recommendations to management; AND
- Experience communicating with both internal and external stakeholders to present findings, share information or defend positions that may influence operational or policy functions; AND
- Experience participating in or leading project teams that result in new processes, recommendations to management or input into workforce and strategic planning.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
