The primary purpose of this position is to provide Security Review and policy advice, technical expertise and management support to the Office of the Secretary of the Air Force, Director of Public Affairs (SAF/PA) in conducting the Air Force Public Affairs mission worldwide.
Duties
Fully shares with and assists the Director of Staff (DoS) in the full range of administrative, programmatic and policy duties and responsibilities required to direct and manage the operations and activities of the SAF/P A Security and Policy Review program.
Reviews and analyzes Air Force Congressional testimony and written statements, as well as General Accounting Office reports, in a timely fashion to ensure compliance with applicable security guidelines and with Congressional reporting guidelines.
Develops and implements policy and procedures to ensure a widespread communication of Air Force Security and Policy Review practices, procedures, and requirements through a wide variety of media including web pages, briefings, symposia, conferences, etc .
Focal Point for the National Security Management for SAF/PA personnel. Participates with, acts for, and advises the DoS on policies, strategies, guidance, plans, standards, directives, and objectives for personnel and physical security programs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes comprehensive and broad range of demonstrated knowledge of public law, principles, practices, procedures, standards, policies and precedents applicable to administering security and policy review at all organizational levels, with substantial experience in the administration and programming of security and policy review and communication strategies, and in stratifying requirements, strategies and assets to effectively perform the mission.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, policies and practices of all aspects of PA including current public affairs tactical and strategic communications plans and operations. Skill in determining potential communication support or channels of communication to enhance and further publicize the material under review. Familiar with commercial and internal media and publishing operations, procedures, and deadlines. Knowledge of Executive Order 12958 with proper position markings and recommendation for declassification. Knowledge of plans, procedures, and guidance with regard to the protection of classified information from inadvertent disclosure.
2. In-depth knowledge of missions, roles, functions organizational structures, relationships, and operational planning objectives of Air Force and DoD organizations. Current and comprehensive knowledge of analytical principles and methods, practices, and techniques, and specific knowledge and competence to provide technical expertise to serve as the PA review authority for Security and Policy Review matters as they pertain to public release.
3. Ability to evaluate and assess program effectiveness and prepare reports on accomplishment of program objectives and to lead a detailed planning effort, representing a wide variety of organizations and viewpoints. Extensive knowledge of JP AS/JCA VS, collateral SCI and special program security requirements and procedures. Successfully review and analyze requests for investigation concerning security clearances, local files checks, security requirements, and violations. Reviews the SF 86, Electronic Personnel Security Questionnaire, fingerprint cards, signed statements, and all other items are in order to determine if information was properly completed, to determines tier one eligibility for program accesses.
4. Demonstrated skill in communicating effectively with tact and diplomacy, orally, and in writing, to advocate Air Force positions; to negotiate complex issues; to respond to queries regarding the organization's functions or performance; to logically and effectively explain programs, function and activities and gain understanding of the organization's efforts by concerned publics; to negotiate complex issues, programs and functions with people having varying levels of understanding of AF and PA programs and activities; and to maintain good working relations. Demonstrate effective communication and team building techniques to establish and strengthen rapport with staff elements and other government and commercial organizations.
5. Ability to prepare and make persuasive, factual and relevant oral and written presentations to individuals and groups inside and outside of government informing them of Security and Policy Review issues. Expert knowledge of COMSCEC information. Prepares annual reports of COMSEC materials and ensures all Secured Telephone Equipment (STE) are properly keyed/rekeyed when applicable. Provides yearly training for all SAF/PA personnel.
6. Planning skills and ability to independently manage short-and long-term projects and to cultivate and sustain positive working relations to project completion. Performs substantial analysis of a wide range of records, documents, and databases as related to ensuring Sensitive Compartmented Information Facilities and open storage areas are inspected to meet facility and space management regulations. Prepares comprehensive reports delineating issues and concerns found in security incidents. Formulates precedent-setting determinations for security policies, systems, procedures and techniques to determine fault/no fault. Determines adequacy and completeness of relevant background information and related data, evaluates authenticity, veracity, and pertinence of data to the specific case.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Additional Conditions of Employment:
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
