The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.
Duties
Serve as a Team member in a busy, fast-paced HR office, providing support within a team of cadre and contractors and managing projects/programs to ensure quality and timeliness of transactions and records.
Ensure the effective management of programs that enhance the data integrity of ODNI's personnel action process in an efficient and standardized manner.
As a member of the Human Resources staff, support and maintain a diverse and inclusive environment focused on open communication, teamwork, quality, and customer service.
Develop and direct continuous improvement and outreach efforts focused on improving data accuracy and integrity.
Develop and present written and oral briefings to internal and external customers on HR issues and explain complex information to clients and stakeholders in a clear and consistent manner.
Drive the implementation of new technologies and automation tools to reduce processing time while maintaining data quality.
Provide direction to ODNI and/or IC managers in program planning, design, development, and implementation in one or more areas of HC subject matter expertise.
Qualifications
Mandatory Requirements:
Knowledge of HR principles, concepts, regulations, and practices, and consultative skills sufficient to plan and manage HR functions for ODNI and/or IC programs.
Ability to represent HR and ODNI in a positive, proactive manner and ability to manage competing priorities while adhering to strict deadlines.
Ability to research and address complex issues and effectively communicate solutions to senior management.
At least four years of progressively responsible HR experience in Talent Acquisition, Workforce Engagement& Relations, Equal Employment Opportunity and Diversity, and/or Performance Management.
Position management experience and strong understanding of Lawson.
Resource management and knowledge/understanding of the resource process.
Thorough knowledge in one or more areas of HC Subject Matter Expertise: Academic/Professional Disciplines, Compensation, Equal Employment Opportunity and Diversity, HC Information Management, HC Strategy & Policy, Learning & Development, Organizational Design, Performance and Effectiveness, Talent Acquisition, Workforce Analysis & Planning, Workforce Engagement & Relations, and Work/Life Strategies & Benefits.
Experience in HR Consulting.
