Duties
Initiate, develop, plan, implement, and evaluate relevant policies, procedures, and/or systems to monitor utilization of health care services to ensure those services are beneficial and cost-effective for both the patient and the Government.
Analyze the operating environment using data, observation, interviews, complaints, wellness/quality metrics, and other sources to assess the efficiency of services and to recommend and/or incorporate changes to ensure optimal delivery.
Coordinate closely with clinical and administrative elements regarding matters affecting costs, program effectiveness, established wellness measures, and standards of healthcare delivery.
Provide ongoing training in meetings as well as on an individual basis to ensure Departments and Divisions Customer Service Representative (CSR) members are current on patient relations issues and concerns.
Responsible for patient advocacy, and for facilitating understanding of the assigned organizational unit?s individual mission and an atmosphere conducive to quality patient care.
Responsible and accountable for policies/procedures to prevent a violation or potential violation.
Discuss ethical issues, and determine viable, appropriate legal actions and methods to resolve ethical concerns/issues.
Plan work to be accomplished by subordinates; establish performance standards and evaluate work performance of subordinates; and give advice, counsel, or instruction to employees on both work and administrative matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- A pre-placement medical examination is required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes providing guidance on procedures and policies in Patient Relations/Advocacy; evaluating or analyzing healthcare processes to recommend solutions; analyzing program objectives to ensure cost effectiveness; and providing supervision, leadership, or direction to employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12.)

Education
