Duties

This position is located in the Department of Homeland Security (DHS), Office of the Chief Information Officer (OCIO), Springfield, Virginia. The primary purpose of this position is to assess policy and governance; ensure the integrity of systems, networks, and data through the risk analysis of emerging hardware and software vulnerabilities; and serve as a key team member within the OCIO and across the Department ensuring technical compliance and maintaining a proper inventory of technology related to information systems and programs. Duties performed: Develop policies and procedures to ensure the accuracy and consistency of information systems. Promote awareness of technology risk issues among management and ensure sound security principles are reflected in organizations' visions and goals. Develop and implement programs to ensure that systems, network, and data users are aware of, understand, and adhere to technology management policies and procedures. Perform program management activities, projects, and analytical studies for supporting efficient use of resources. Prepare reports, issue papers, correspondence, and materials for presentations setting forth issues and activities, and recommend solutions to information system problems. Attend program meetings and conferences, contributing to issue papers, presentations and discussions of program, project, or system problems, issues, shortfalls, and accomplishments, and make recommendations for resolution of problems and issues, additional research and development efforts, pilot or prototype tests, and implementation of program results.

Applicants must demonstrate that they meet the Basic Requirement AND Specialized Experience requirements as noted below. GS-13 BASIC REQUIREMENT GS-13: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Implementing quality assurance plans for IT project activities; Customer Service - Addressing customer issues by recommending design solutions for IT systems; Oral Communication - Communicating goals and expectations for IT projects or programs; and Problem Solving - Identifying deficiencies in IT project processes to recommend solutions. AND, GS-13 SPECIALIZED EXPERIENCE: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Leading the technical activities of IT projects that support an organization's IT systems; Consulting with stakeholders to evaluate the functional requirements of IT projects/programs; and Making recommendations to management regarding the need for new (or substantially revised) IT policies or directives. GS-14 BASIC REQUIREMENT GS-14: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Developing IT compliance plans for an organization; Customer Service - Providing technical advice on strategic issues to customers; Oral Communication - Presenting information to internal and external stakeholders regarding the status and plans for IT project/program activities or policies; and Problem Solving - Evaluating IT project processes to recommend solutions. AND, GS-14 SPECIALIZED EXPERIENCE: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Managing projects for IT services or products that support an organization's IT systems; Developing statements of work and functional requirements for IT projects/programs based on customer needs; and Drafting IT policies or directives to address the operational needs of an organization; (NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible). Additional Conditions of Employment This position has been designated as Noncritical Sensitive and requires a SECRET security clearance, as the individual will be required to safeguard classified information. The employee is required to obtain and maintain this clearance level and failure to do so may result in separation from federal service. Incumbent is required to submit a Financial Disclosure Statement, ODE-450, Employee and Financial Interest upon entering the position and annually.
