The selectee for this position will serve as a Supervisory Contract Specialist for MARCORSYSCOM.
Duties
You will plan, direct, and coordinate contractual and procurement policy actions.
You will conduct human capital planning and resource management in the Contracts competency.
You will assign work to subordinates, provide technical oversight, and develop performance plans and rate employees.
You will make contractual decisions and procurement policies/procedures and recommendations.
You will plan, direct, and coordinate contractual and procurement policy actions involved in supporting sophisticated and technologically advanced systems.
You will assign work to subordinates, provide technical oversight, develop performance plans and rate employees, interview candidates, hire, take disciplinary actions, identify developmental and training needs.
You will develop and recommend changes in functions and organization, participate in various management surveys, and assure full application of management improvement programs, such as management effectiveness.
You will analyze, evaluate, and review proposed and on-going procurements and cost and pricing data for highly complex multi-year acquisition of major systems.
You will implement business processes, improve essential management and business policies/processes and competency resources.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, directing, coordinating, contractual and procurement actions for sophisticated and technologically advanced systems; and performing managerial duties (e.g. assigning work, developing and evaluating performance, providing technical and administrative guidance, taking disciplinary actions, etc.).
