This position serves as the Controlled Substance Program Coordinator (CSC) and is aligned and reports directly to the Medical Center Director's office. Located on the VA San Diego Healthcare System campus, travel may be required to any and all sites located within the VA San Diego Healthcare System.
Duties
Duties include but are not limited to:
Independently designs and implements a comprehensive program for controlled substance inspections relative to every area of a healthcare system that stores, uses, administers controlled substances or other commonly diverted medications to ensure safety and control of all inventories.
Interpret the regulatory guidance and create and design inspections that comply, while also aiming to cause the least possible disruption in patient care.
Uses sound judgment and decision-making skills in order to construct the inspections appropriately.
Investigates, categorizes, determines and follows-up the inspection findings and other incident reports tracking the program's success metric and non-adherence to regulations to ensure receipt of adequate corrective action plans from Service Line Managers/Chiefs.
Uses statistical and data trends to identify and report on statistical outliers.
Coordinates with other offices including the Patient Advocates to ensure that all documented complaints recorded by the Patient Advocate Office are reviewed and ensures that the reviews are summarized in the monthly report to the Medical Center Director.
Advise the Director, Associate Director, Chief of Staff, and Associate Director of Patient Care Services in the planning, development and operation of the Controlled Substance Abuse Programs.
Functions as the facility's lead manager and coordinator of its Controlled Substance programs and is the recognized authority, as such the incumbent would serve as the liaison between the facility and any external and internal accrediting/investigative body, i.e., JCAHO, OIG, CAP, VISN reviews regarding specific questions or concerns of the program.
Involved in process engineering, deciding methodologies to use in achieving work goals and objectives and continuously monitors and improves inspection methods.
Provides technical expertise in the field of health care planning and comprehensive advice and assistance to the Director regarding possible needs for revision of regulations and policies governing Controlled Substance planning activities.
Responsible for in person and on-on-one training for new inspectors into the Controlled Substance Programs and providing annual group training to existing inspectors.
Utilize reports and or Analytics when conducting comparative process analysis regarding the identification of problematic trends, investigation of discrepancies, as well as other anomalous activity.
Utilizes agency system reports to provide Service Chiefs with timely management information for monitoring and determining necessary changes.
Reports on the following:
Clinic based ADC/ADU CSM exception report will emphasize a 30-day date range.
Acute Care ADC/ADU CSM exception report will emphasize a 7-day date range, due
to the high volume of transactions.
Specific Criteria Report is reviewed, analyzed, and reconciled for the O.R. Pharmacy
Satellite.
When due to the high volume of cases and transactions, a 3-day date range will be
emphasized.
Work Schedule: Monday - Friday (7:30am - 4:00pm)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning efficiency and effectiveness of program operations, knowledge of pertinent laws, regulations and policies, skill in conducting detailed analyses of complex functions and work processes, presenting and negotiating recommendations and solutions, preparing correspondence, fact sheets, position papers and reports, developing and working closely with Education Service to provide accurate training on various health care models. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's or equivalent graduate degree.

Physical Requirements: The work is generally sedentary with visits to worksites requiring walking and standing, especially when conducting an inspection. Some bending, stooping, and carrying light items such as paper, binders and medical charts is required. Keyboarding, communications, either by telephone or in person, filing and record keeping are the principal activities.
