The VA Northeast Ohio Healthcare System is recruiting for a Management and Program Analyst. The Management and Program Analyst will function in Surgical Service.

Duties

The major duties of this position include but may not be limited to: Clinical Practice Management and Data Analysis: The incumbent will serve as a Program Analyst (Clinical Practice Manager) organizationally aligned to the Surgical Service, Cleveland VA Medical Center (541), Cleveland, OH - a level 1a complexity VHA facility. The incumbent will provide a variety of analytical, outpatient access and administrative support to the assigned clinical section(s). The incumbent is tasked with ensuring that the assigned clinical section(s) functions daily at operational capacity, optimizing patient access to specialty care through critical analysis and review of data reports. This position will report to the Supervisory Management and Program Analyst (Outpatient manager). Data Collection: The incumbent performs work involving the collection, compilation and/or tracking of data and statistical information in support of Surgical Service administrative operations. Assists in the planning, review, and reporting of the Provider data for Surgical Service Programs. Incumbent generates reports, initiates, and tracks processes within the administrative section of the Surgical Service. Works with higher graded employees and supervisors to implement action plans based on the data. Physician Performance Management: Works with Section Chiefs and members of the administrative staff in Surgical Service to ensure all physician staff proficiencies / performance plans are on track for on time completion. Is responsible for communicating requirements for physician proficiencies to section chiefs and keeping section chiefs informed of compliance timelines. Fee Basis / Physician Timekeeping/Schedules: Creates and maintains staff schedules for the Sections within the Surgical Service. Ensures last minute changes are documented and schedules are posted at the time of changes on the SharePoint. Administrative Support: Attends credentialing meetings to take notes and notes commitments made for future follow-up. Responds constructively to concerns reported by employees and takes responsible action to resolve reported concerns. Process Improvement / Special Projects: The incumbent performs work in support of continuous process improvement in the Surgical Service. Examines processes for gaps /deficiencies and proposes corrective action. Incumbent will engage in yearly in self-development activities related to process improvement methodology. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 8:00am to 4:30pm, Variable Based on needs of the service Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. You may qualify based on your specialized experience and/or education as detailed below for the GS-7 and GS-9 grade levels: GS-07 Management and Program Analyst, Specialized Experience and/or Education Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collects and maintains mandatory certifications, licensure, TMS and any other requirements set forth by the VAMC; serves as technical advisor to the service chief/Analyst chief on routine and noncomplex matters related to credentialing and privileging of health care practitioners; Maintains a tracking spreadsheet or similar tracking system to ensure Surgical Service credentialing suspenses are responded to in a timely manner; and generates reports, initiates, and tracks processes within the administrative section of the Surgical Service. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Transcript Required) OR, Superior Academic Achievement: Applicants may also substitute education for the required experience based on superior academic achievement. To qualify based on education for this grade level you must have successfully completed a Bachelor's degree related to the work of the position with Superior Academic Achievement. SAA is described further in the Education section of this announcement. (Transcript Required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and graduate level education to meet the total requirements. (Transcript Required) GS-09 Management and Program Analyst, Specialized Experience and/or Education Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collects and maintains mandatory certifications, licensure, TMS and any other requirements set forth by the VAMC; serves as technical advisor to the service chief/Analyst chief on routine and noncomplex matters related to credentialing and privileging of health care practitioners; Maintains a tracking spreadsheet or similar tracking system to ensure Surgical Service credentialing suspenses are responded to in a timely manner; generates reports, initiates, and tracks processes within the administrative section of the Surgical Service; Is responsible for communicating requirements for physician proficiencies to section chiefs and keeping section chiefs informed of compliance timelines; and Serves as the primary timekeeper for the Emergency Department Physicians and FEE Basis providers within the Surgical Service. The incumbent relays compliance concerns to Surgical Service Supervisors. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, or possess a LL.B or J.D. if related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. (Transcripts Required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education beyond one (1) year. (Transcripts Required) The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Most of the work is performed while sitting at a desk. The work is primarily sedentary with occasional walking, standing, bending, and lifting of items. The incumbent must be capable of working multiple projects simultaneously and handling occasional high levels of stress and conflicting priorities. The incumbent is required to resolve stressful situations in the Surgical Service offices, defuse potential crises, and to exercise tact and diplomacy when confronted with difficult circumstances.
