This position serves as Supervisor, IT Budget Branch, within the Enterprise Management Division (EMD), Office of Information Technology (OIT), Management Technology and Finance, Food and Nutrition Service, United States Department of Agriculture (USDA). The mission of the EMD is to create, enhance and manage enterprise-wide and internal IT initiative processes and provide compliance leadership throughout the entire lifecycle of required investments.

Duties

Oversees planning, direction and execution of IT program infrastructure initiatives to improve and increase accountability, implement new technologies, and implement new goals or address weaknesses in technology. Develops and maintains working relationships with regional offices to help ensure effective program management and operations through open communication, adequate training, negotiation, and problem solving. Plans work to be accomplished by IT specialist and project managers, sets and adjusts short- and long-range priorities, assigns work based on priorities, difficulty of assignments, and capabilities, and eliminates or reduces problems and barriers. Conducts personnel administration and management tasks, to include selecting, evaluating, training; coaching, counseling, and disciplining; monitoring and appraising job results; and, implementing policies, and procedures.

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. To qualify for the GS-14: Applicants must possess one year of specialized experience equivalent to the GS-13 in the Federal and or Public Service. Specialized experience is defined as: Providing authoritative advice, interpretations, guidance, and recommendations to management on the Federal budget process, associated policies, directives, procedures and regulations; Developing and implementing annual and multi-year budgetary plans for agency program and contracted work; Performs a wide variety of administrative and analytical duties connected with the review, justification and presentation of the IT budget for a component or major programs of the organization; and Supervising or leading a staff to manage and oversee the day to day activities within a branch. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
