These positions are located within Division of Resolutions and Receiverships, in either the Dallas, TX Field Office, or HQ's office in Washington, DC of the Federal Deposit Insurance Corporation and provides support in the areas of accounting transactions, including the administration of agreements pertaining to failed financial institution.   Additional selections may be made from this vacancy announcement to fill identical vacancies that occur subsequent to this announcement.

Duties

Serves as a specialist for FDIC as Receiver pertaining to matters involving the terms of the Purchase and Assumption Agreement (P&A) and assists the Assuming Institution to understand its roles and responsibilities during the Settlement period. Reviews and/or coordinates complex settlement transactions with assuming institutions. Performs analysis and reconciliations of general ledger accounts, coordinates financial and accounting matters, cash management, assets and liabilities, and daily accounting operations. Analyzes complex financial statements, accounting data, loan files, legal documents, and other records to make decisions and recommend appropriate courses of action in accordance with regulations, policies, and procedures. Coordinates the development of processing systems, reporting mechanisms, database support and other information sources required to monitor and evaluate Settlement functions and interaction with internal and external entities. Serves as division representative on user groups for automation and management information related systems. Processes financial transactions related to cash receipts and disbursements for receiverships and subsidiaries ensuring completeness, accuracy, validity, and timeliness while adhering to policies, procedures, rules, and regulations. Meets and negotiates with FDIC officials, attorneys, accountants, and contractors, representatives of financial institutions, regulatory agencies, or other private sector business management and personnel. Presents cases, along with other financial issues concerning complex matters and financial considerations related to various functions. Develops written or oral presentations for management, other FDIC officials, or federal and state regulatory agencies concerning complex financial transactions, theories and analyses of economic impact, proposed solutions, actions, and strategies. Resolves operating problems and makes recommendations to management as appropriate.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service.  Specialized experience is defined as experience performing accounting for financial institutions, to include, accounting, auditing and examinations of financial institutions, analyzing financial statements, and reviewing regulatory reporting and auditing financial statements utilizing automated financial data systems.
