You will serve as a Financial Management Analyst in the Comptroller Department of NAVY EXPEDITIONARY COMBAT COMMAND PAC.
Duties
You will monitor funding issuance and transaction listings, review and verify funding document packages and key supporting documents to ensure they are in compliance with fiscal law and regulations.
You will monitor obligations and expenditures to ensure the performance of funding execution is in compliance with program metrics such phasing/spend plan, budget formulation, Navy Expeditionary Combat Command (NECCPAC) financial regulation, etc.
You will provide professional comprehensive financial technical support service in budgetary execution, managerial, and financial technical support service to NECCPAC active and reserve forces to ensure they are in compliance with NECCPAC Guidelines.
You will advise/assist program managers, NECCPAC active and reserve forces and conduct facilitation, coordination and collection of various budget formulation, execution data, and higher Echelons inquires with the stakeholders.
You will review unfunded requirements, research, analyze the justification and prioritization for validity and accuracy and provide recommendation to Supervisor.
You will monitor, review and promptly assist in resolving unmatched transaction reports relating to daily execution of financial resource.
You will prepare and execute budgetary cycle tasks: DON budget, Mid-Year Review, Certified Obligation, fiscal year-end closeout and open-up activities in transitioning every fiscal year and ensure compliance within the annual fiscal requirements.

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing an automated financial management system to gather budgetary data to create budget formulations and identifying budgetary issues by making recommendations for budgetary resolutions and ensure conformance of policies, procedures, and regulations.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Education may substitute for specialized experience as follows:
Successful completion of Ph.D. or equivalent doctoral degree, OR;
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree, OR;
Successful completion of LL.M., if related OR;
A combination of experience and graduate education as described above that equates to one year of experience.
