This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Communications(OC), Creative Services Group (CSG), Division of Content Development (DCD). As a Supervisory Health Insurance Specialist, GS-0107-15, you will serve as a supervisor leading staff who develop consumer communication policies and as a technical expert to leadership on politically sensitive issues associated with coordinating educational content.

Duties

Directs the implementation of CMS strategic communication objectives, policies, and rules to guide the Agency?s complex beneficiary and consumer communications. Coordinates all facets of the Division?s work by mobilizing a diverse staff of health insurance, visual information, and health communications professionals, to analyze, plan, implement, and monitor beneficiary and consumer communications. Oversees technically complex, cross-Agency projects and initiatives designed to address HHS and CMS strategic goals and objectives related to the work of the organization. Serves as a recognized authority internally and externally on content development and plain language principles to best reach CMS target audiences and clearly and accurately convey program benefits and Agency messages. Designs and implements consumer communications to maximize the impact of multi-organizational consumer outreach and education initiatives.

  • This is a remote position; however, the position reports to a CMS Office on a periodic basis. Requirements to report to the office will vary and can be discussed at the time of interview.

Qualifications

In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1.) Leading or directing the work of staff to accomplish the organization's goal and mission in disseminating information on health care programs to the public; 2.) Providing technical expertise to higher level leadership on complex issues related to communications and publications, policy goals, strategies, and standards AND 3.) Evaluating new policies, regulations and laws pertaining to consumer-centered communications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
