The primary purpose of this position is to serve as a command headquarters Program Analyst. In consultation with the Air Force Consultants, Headquarters Subject Matter Experts (SME), & provide planning, assessing, organizing, & exercising control over processes assigned to Air Fore Medical Readiness Agency, Readiness Analysis & Comprehensive Evaluation (RACE) Division.

Duties

Plans, organizes, analyzes, and execute the activities of the AFMRA/RACE Branch, ensuring activities comply with legal and regulatory requirements and meets customer needs. Executes goals and objectives that integrate organization and RACE objectives. Researches, interprets, analyzes and applies DoD Instructions, Air Force Instructions, AFMRA Directives and DHA guidelines, policies and regulations. Represents the RACE Branch at a variety of installations and functional area organizations. Follow communication plan, contact list and maintain an effective working relationships with AFMRA/SG3O, SG3, SG9, SGX, Joint Trauma System (JTS), Joint Trauma Education and Training Branch (JTETB), staff, AF/SG1/8, AF/SG3/4, MAJCOM/SGX(s), MDG/CC(s) and DHA MTF Directors. Serves as liaison to the strategic program consultants, technical experts and senior subject matter specialists and/or agency officials for the RACE Branch functionality. Conducts analysis, formulates recommendation to have a direct impact on program / management plans and leadership's decisions regarding policies and procedures related to operational requirements, enterprise support, and innovation. Develops methods for testing and evaluating health care in the AFMS. Designs tests and evaluations, analyzes data, determines operational implications of data generated from the tests, and applies results to the requirements process. Performs risk/benefit, dollar cost/economic analysis in support of decision making on significant issues.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include applying qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency, and productivity of administrative and technical programs; ability to understand mission, organization and work processes of programs throughout the organization, complex multi-mission programs, health care management and planning systems as applied in federal and civilian health care institutions; conducting independent studies, analyze findings and make recommendations on substantive operating programs; evaluating the effectiveness of planning actions as related to actual events; ability to plan, organize, and develop studies or projects, and to negotiate effectively with management to accept and implement recommendations; designing and conducting comprehensive studies, and developing solutions to broad and important organization operational and contingency areas; preparing project papers, staff reports and organizing and delivering briefings; gathering, assembling, and analyzing facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire assessment in briefings, papers, and/or reports; recommending courses of action to senior leadership. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as AFMS Readiness Training Platforms, Military Treatment Facility (MTF) operations and health care management and planning systems. 2. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 3. Knowledge of the application of Air Force military expertise as it applies to assigned programs and policies. 4. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas. 5. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
