The primary purpose of this position is to serve as a Project Manager for the Air Force Office of Special Investigations. This position will be responsible for the management and execution of classified and unclassified software development and sustainment for AFOSI with an emphasis on investigative applications and services.

Duties

Plans, organizes, and directs the activities of XT ensuring that XTA complies with legal and regulatory requirements and meets customer needs Exercises supervisory personnel management responsibilities Serves as the primary Product Owner and Project Manager for AFOSI's investigative applications Brings significant savings and return on investment to the Air Force through transformation of IT portfolio applications Maintains continuous liaison, relationships and dialogue with Senior Staff throughout AFOSI, Federal Law Enforcement and Intelligence Community

  • Occasional travel by commercial and/or military aircraft may be required for the purpose of performing temporary duty
  • The incumbent may be subject to a counterintelligence scope polygraph
  • May occasionally be required to work other than normal duty hours
  • Work requires ability to brief senior officials to include General Officer and SES level
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, there is no Group Coverage Qualification Standard for this series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Through experience in Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations AND SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes making decisions and initiates actions that involve interpretation of policy or the setting of precedents; authoritative determinations and advises on complex, never-before-solved technical problems and applications of technology. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of IT infrastructure development and management, systems integration, IT acquisition and vendor management, IT lifecycle management, and hardware and software development, maintenance, and sustainment sufficient to organize the research of development of and adoption of technical standards and solutions that promote the insertion of new technologies. Knowledge of modern software project management techniques and concepts, to include agile methodologies, the requirements gathering/user story development processes, with the ability to provide expert technical advice and guidance to senior leadership on appropriate programmatic decisions and applications of technology that can meet current and future mission requirements. Knowledge of a wide range of computer programming languages and modern software frameworks such as Angular, Python, Java, XML-based metadata generation, the handling, transformation, programing for common internet protocols (HTTP, HTTTPS, FTP), interfacing software with SQL databases; and JavaScript libraries (jQuery, ExtJS), PHP programing, SQL database administration/manipulation, cross domain application level security guards/gateways, implementation of Public Key Infrastructure (PKI), and vulnerability assessment tools. Knowledge of DoD policies related to the protection of classified information as it pertains to information technology systems, including the specialized policy requirements of Special Access Programs and their associated Security Classification Guides, along with the Authorization to operate approval process. Skilled in oral communications with the ability to present information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to establish and maintain highly productive working relationships with team members, clients, industry experts, and others including interpersonal effectiveness with executive management, peers, employees, and contractors as well as in building relationships and maintaining close coordination with a range of customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
