You will serve as a Program Analyst (Enterprise Risk Management) in the Business Strategy Division, Business Directorate, of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters (HQ).

Duties

You will serve as an expert and senior analyst for NAVFAC HQ, Business Directorate, and Business Strategy Division. You will incorporate an early focus on process gaps, business risks and closing control gaps. You will serve as an expert in project management techniques such as activity definition, sequencing, resource estimating and duration estimating. You will utilize project management techniques such as progress reporting, schedule change control, performance measurement, variance analysis, and schedule comparisons. You will interpret policy and ensure that effective performance/risk-based management controls and governance are in place to manage risk to Commander's Strategy and strategic initiatives. You will provide input to the operating budget related to projects assigned. You will perform analysis and technical reviews of existing legacy environments and develop technical requirements to support risk management initiatives. You will ensure all applicable controls are reviewed per pre-identified schedules in accordance with Department of Defense, Department of Navy and NAVFAC guidance.

  • You will be required to obtain and maintain an interim and/or final top secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position will require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Conducting and facilitating business analysis of key business processes and programs risk exposure; 2) Assisting in the development of new metrics and reports in support of the organization's strategic plan; 3) Conducting quantitative and qualitative analysis aimed at identifying tangible results gained from implementation of organizational-level improvement initiatives (I.e., cost benefits, reduced cycle time, safety or quality enhancements, and return on investment); 4) Evaluating risk, effectiveness and efficiency of organization operations and internal controls; and 5) Providing input for and/or developing, coordinating and preparing reports, briefs and presentations for management related to organization-wide strategic initiatives.
